The Office of Sponsored Programs, Contracts, and Grants consists of two divisions: Pre-Awards and Post-Awards. This guide outlines the administrative policies and procedures for grants and contracts in the pre-award stage, which includes all proposals that are in the developing stages and have not been submitted.

*Assist faculty, staff, and community members in writing proposals.

*Provide guidance and assistance in completing external applications consistent with university policies and procedures.

*Serve as official authorized signature authority for Sponsored Programs, Contracts, and Grants.

*Maintain a database for all proposals and awards for Elizabeth City State University.
