This Residence Hall Housing Agreement, (hereinafter, " Agreement") is made by and between Elizabeth City State University/Division of Students Affairs/Office of Residence Life, (hereinafter," Office of Residence Life") and Elizabeth City State University Students officially enrolled, (hereinafter, "ECSU Student"), and is effective on the date signed by ECSU student.
Whereas, the Office of Residence Life seeks to provide residential housing on its campus for ECSU, student and guests participating in University programs, in an environment that is safe, comfortable and promotes an atmosphere supportive of academic study.
Whereas, ECSU student and/or University guest participant should refer to the Student Handbook, Elizabeth City State University Catalogue and 1999-2000 Co-Educational Visitation Policy for more specific regulations.
Therefore, in consideration of the housing fee(s) paid and service provided, both parties agree to the following terms and conditions:
Non-Waiver~ No terms and conditions of this agreement may be waived. Statements made by the Office of Residence Life are not a waiver of any the terms and conditions of this Agreement.
Standard of Conduct~ ECSU Student is required to comply with the code of conduct in the current Elizabeth City University Handbook, and the 1999-2000 Co-Educational Visitation Policy Violations of the code of conduct and other university rules and regulations will result in appropriate disciplinary sanctions, in accordance with the University's student judicial process.
Eligibility for Campus Housing~ Only a registered and enrolled ECSU Students are eligible for campus housing. Other types of occupancy may be available under a separate agreement.
Room Assignment~
Office of Residence reserves the right to make room assignments, authorize and /or deny room, and/or roommate changes, consolidate vacancies and to require relocation from/to a room residence hall.
A room assignment is for available space and may be made to any residence hall. Assignments are made on a first-come, first-served basis.
ECSU student shall be responsible for payment of any period of room occupancy.
ECSU Student shall not exchange room or keys assigned without written permission of the Office of Residence Life.
Room Assignment Cancellation and Refund~ Notify the Office of Residence Life in writing and turn in key. Amount of refund is determined by date of withdrawal from the University and cancellation notice.
Room Entry and Inspection~ The Office of Residence Life reserves the right to enter a room or suite for 1) inspection, maintenance, or repair 2) enforce University regulations regarding health and safety.
Prohibited Items in Residence Hall/Room~ The following are not permitted: pets, firearms (all types, weapons, ammunition, explosives, fuel [all types]), air conditioners, hot plates, drinking alcohol (including containers), illegal drugs or any other substances, materials or goods; burning candles and incense, electric cooking items. (cooking with grease)
Commercial Enterprise~ Private and/or personal sale and purchase of goods or services, by ECSU Student shall not be conducted from the residence hall or room.
Co-Educational Visitation

shall read the current policy on Co-Educational Visitation and comply with
its terms and conditions; respect the rights and privileges of him/herself
and roommate; observe the posted hours; adhere to the responsibilities outlined
for guests and be aware of the penalties for violation.
Loss/Damage to Personal Property~ It is recommended that ECSU Students purchase Personal Property Renter's Insurance for protection against loss of personal property. The University does not assume liability for theft, burglary, or damage to property as result of fire, water, or flood, or interruption of utilities including heat, water, cooling and electrical.
Residence Hall and Room Damage
Assessment and Appointment to Student~ The Office of Residence
Life shall assess charges for damage to residence hall structures (i.e.
including but not limited to walls, doors, windows, lights) and furniture,
if after an investigation of damage, it cannot be determined who, or the
individual(s) responsible for said damages have not been identified.
Damage to rooms will be assessed between the assigned occupants. Damage to
common areas (i.e. hallways, lounge, bathroom) will be assessed to residents
whose assigned room is near the common areas. Charges will be billed to the responsible student(s) account(s).
