State Authorization

The State Authorization Reciprocity Agreement (SARA) is a voluntary agreement among its member states and U.S. territories that establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. It is intended to make it easier for students to take online courses offered in other states, to give them confidence that programs in other states are properly authorized and thus to improve the quality of online education. The National Council for State Authorization Reciprocity Agreements (NC-SARA) oversees SARA. Forty-nine states (all except California) currently participate in NC-SARA. NC-SARA operates under the authority of four regional education compacts: the Midwestern Higher Education Compact, the New England Board of Higher Education, the Southern Regional Board and the Western Interstate Commission for Higher Education. North Carolina is one of 16 states in the Southern Regional Education Board (SREB) compact.

Though California is not a member of SARA, Elizabeth City State University is able to offer online education in this state, either by means of authorization or exemption from authorization.

Student Complaint and Grievance Process

Student grievances against Elizabeth City State University, including claims that their rights under law or university policy have been violated, may be resolved by a two-step process.

Step 1 – All Students: The initial responsibility for the complaint resides with the institution. Thus, your first step as a student, regardless of residency, is to follow Elizabeth City State University Student Grievance Procedures. Student complaints and grievances can be submitted by using the ECSU Fillable Complaint Form (Select Report - Other Concern option).

  • Most Out-of-State Students: If your complaint is not resolved at the institutional level (Step 1), then out-of-state students residing in NC-SARA (National Council for State Authorization Reciprocity Agreement) states, which includes all states except California, may submit complaints to SARA-North Carolina. SARA-North Carolina operates under NCSEAA (North Carolina State Education Assistance Authority). STATE-BY-STATE INFORMATION ON TEACHER LICENSURE OR CERTIFICATION AND PROFESSIONAL DISCLOSURE

State laws may require practitioners to be licensed to practice in their state.  All applicable ECSU academic programs prepare students to sit for licensure in North Carolina. Elizabeth City State University’s membership in the State Authorization Reciprocity Agreement (SARA) has no impact on state professional licensing requirements. Students should contact ECSU to discuss licensure options prior to enrollment. 

Elizabeth City State University’s membership in the State Authorization Reciprocity Agreement (SARA) does not grant reciprocity or release us from state professional licensing requirements.  The Teacher Education Program at Elizabeth City State University, a constituent institution of the University of North Carolina System, prepares candidates for North Carolina licensure.  Candidates may however seek licensure in other states through reciprocity or completion of state licensure requirements inclusive of coursework and/or state exams as determined. Those seeking licensure requirement completion should contact ECSU to discuss licensure options prior to enrollment. ECSU attempts to keep all links current, however links change without notice.
