Biennial Budget

 

North Carolina operates on a biennial budget cycle, which begins in odd-number years.  The Governor develops a recommended budget for the two fiscal years of the biennium and presents it to the General Assembly for their consideration during the long session.  In the second year of the biennium, the Governor prepares a recommended budget that makes adjustments to the second year of the biennial budget for the General Assembly to consider during the short session.  During both the long and short sessions the Office of State Budget and Management will send out budget instructions providing guidance on finalizing the base budget and expansion and reduction items.  As a constituent institution of the University of North Carolina System, ECSU works with and through the UNC System offices during the budget process.
