The Division of Human Resources and payroll is committed to providing superior customer service to all our customers. The staff takes pride in every facet of the operation to ensure quality management of policy development, revision and enforcement to protect the integrity of the university. Major goals for the past two years have included processes that place the division on the cutting edge of technology in efforts to become a paperless operation. People Admin provides users throughout the world, nationally and internationally, to apply for positions and receive instant confirmation of receipt of their applications. Moreover, the user can also track the progress of the application throughout the process. Additionally, university administration completes the entire hiring and evaluation processes in a paperless fashion. In 2010, the university will go live in HR Banner payroll, complete with self service features promoting higher efficiency in personnel and payroll data management.

The Division joins the Chancellor and all divisions to ensure that the university produces superb students by ensuring that quality personnel in academia are recruited, budgets are carefully managed, fundraising is promoted and students are generally satisfied with their university of choice.

State Personnel Director visits ECSU

On Thursday, May 14, 2009, Mrs. Linda Coleman, newly appointed State Personnel Director and Mrs. Nellie Riley, OSP Managing Partner, visited ECSU as part of the continuing "Conversations" series hosted by Human Resources and Payroll. Mrs. Coleman and Mrs. Riley were introduced to faculty and staff during the 2009 Spring Faculty/Staff Institute Luncheon and had the opportunity to meet with Chancellor Gilchrist to discuss the current state budget situation. In the afternoon, Mrs. Coleman spoke at an Information Session assembly for all employees in the Mickey L. Burnim Fine Arts Complex. During her presentation she spoke about the state budget crisis and ways that the Office of State Personnel is preparing to meet the needs of agencies and universities during these difficult times. The Chancellor echoed Mrs. Coleman's sentiments as they relayed to the difficult times facing all state employees due to the budget situation. Chancellor Gilchrist also offered a list of strategies that will be implemented on our campus to help defray the budget cuts facing our general operational funds.

Celebrating Over Four Decades of Service

Dr. Sekender KhanDuring the 2009 Spring Faculty/Staff Institute, the campus honored Dr. Sekender Khan for 45 years of loyal and dedicated service as a member of the faculty of Elizabeth City State University. Joining the campus in 1964, then named Elizabeth City State College, Dr. Khan began his extensive career in the Biology department where he has made a wealth of contributions to students and the university. When asked how he endured for 45 years, he responded, "one year at a time."

Implementation Guidelines

What is Shout Out!?

Shout Out! is an initiative sponsored by the Office of State Personnel and supported by Elizabeth City State University. The goal of Shout Out! is to spread the good news about state employees and to let our state's leaders know the great things state employees are doing at work and in their communities. Shout Out! is a timely way to say, "Hey, look what a great thing this state employee accomplished," in hopes that the image of state employees will be a positive one.

Here's How Shout Out! Works

  • Send the noteworthy information about an employee who deserves a Shout Out! to Tyisha Allen, HR Specialist, Human Resources and Payroll.
  • Ms. Allen will gather the information, complete the Shout Out! information form and send it to OSP after review with the Vice Chancellor for Human Resources and Payroll.
  • OSP will take a look at it, and determine if it qualifies. If it does,
    • OSP will notify ECSU;
    • OSP will spread the word to legislators and others on our Shout Out! Notice, and
    • Will include the Shout Out! on the Recipents page of the OSP website.

What Information Does OSP Need for the Shout Out!?
A Shout Out! information/entry form is located on the OSP website. The form asks for the following information:

  • Name;
  • Working Title;
  • Division and Department;
  • Address - OSP would like to have the recipient's home address to use on the Shout Out! so that those who receive it can write the recipient a note if they wish to do so. Because home addresses are not public information, ECSU will have to submit a signed statement from the Shout Out! recipient that it is okay to release their home address to OSP and others for the purposes of Shout Out!. ECSU shall retain this information.
  • What the Shout Out! is for;
  • ECSU Shout Out! designee: Ms. Tyisha Allen, HR Specialist

What Kinds of Things Qualify for a Shout Out!?

  • Events/activities that qualify for Shout Out! are noteworthy accomplishments, heroic acts, successes and achievements.
  • In general, they are a step-above some of the more personal items of interest that might be publicized in an agency's internal newsletter.
  • Although we love babies, weddings and new homes, and we sympathize with illness, death and destruction, those items are better suited for your agency's publications.
  • Did someone just receive a master's or doctorate degree? Did someone receive an honor from a civic group? Did an employee spend a week volunteering in our country or another? That's what we want you to tell Shout Out!

Examples of Shout Out! Events/Accomplishments

  • Educational accomplishments (not certificates for attending a class or workshop)
  • Civic awards
  • Election to professional association office
  • Unique volunteer accomplishments
  • Heroic acts
  • NCThinks awards
  • Governor's Awards for Excellence
  • Significant accomplishments in the workplace

Thumb TackEffective July 1, 2009, the number of courses eligible for the Tuition Waiver program is reduced from three to two courses per academic year as defined by Senate Bill 202, The Appropriations Act of 2009 (Session Law 2009-451).

Thumb TackEffective July 24, 2009, the minimum wage will become $7.25 per hour. Employers in North Carolina are required to pay employees at $6.55 until July 24, 2009, when the new rate increases to $ 7.25. Hiring managers should plan accordingly the information on RFPA prior to submitting to the Budget Office for approval. Managers who already submitted forms with dates past the above referenced dates should amend accordingly or discuss the adjustments that will need to be made. Thumb TackChange in Submission of Time Sheets - It has become necessary to change the due dates of time sheets in order to continue our work in HR Banner Payroll; therefore, effective immediately, all time sheets and leave request forms are due in Human Resources by the end of the second business day beginning May 4. Other critical due dates are June 2, July 2, August 4, September 2, etc.

Thumb TackIn order to comply with a SACS mandate, EPA Non-Teaching employees were requested to submit an updated resume to Human Resources immediately. The final deadline is June 30 for all resumes to be received.

Thumb TackEffective with the 2009-10 evaluation period (May 1 - April 30, 2010), supervisors and all employees, with the exception of faculty, will be able to conduct annual assessments/evaluations using People Admin. Mandatory training sessions will begin in May to provide assistance.

Thumb TackThe Board of Trustees approved ECSU's Management Flexibility Plan to Appoint and Fix Compensation at its March meeting. The document is at UNC-GA awaiting approval.

Thumb TackSupplemental Pay Form for Services Rendered for EPA Employees is revised to reflect time and effort (T & E) percentage reporting.

Thumb TackChecks are no longer mailed from the Central Payroll Office to employees who are paid on the 15th and/or 22nd of the month. Checks are available at the Front Desk in Suite 243 of the Marion D. Thorpe Building. Please bring pictured identification - NC Drivers License or ECSU Identification Card.

Thumb TackEffective March 18, 2009, Chancellor Gilchrist imposed a hiring freeze on all positions until further notice. Hiring managers must submit a justification using the Request to Release a Position form, located on the web site under Forms and Documents. Final approval of all positions to be filled during the hiring freeze is provided by the Chancellor.

Thumb TackAs of May 1, 2008, all SPA positions were career banded and at that time, career banded position descriptions were required. An internal audit reflects that some positions have not been updated using the CB-102 form. Please submit the position descriptions by June 1, 2009. Form CB-102 is located on the website under Forms and Documents.
