Human Resources

The Division of Human Resources is responsible for overseeing and administering ECSU's Title IX Program. Title IX of the Education Amendments of 1972 is a federal law that protects students, employees, and third parties (such as vendors, parents, etc.) from sex discrimination.This law prohibits discrimination in academics, admissions, athletics, employment, financial aid, housing, and other education programs or activities based on sex. Sex discrimination also includes sexual harassment (i.e. unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct of a sexual nature) and sexual assault. Elizabeth City State University has designated five individuals who are tasked with ensuring compliance with Title IX regulations. Any individual who believes that they have experienced sex discrimination should immediately consult with the University Title IX Coordinator or a Title IX Deputy Coordinator for assistance. Contact information for these individuals can be found below and on the attached Title IX informational flyer.

Complaints of sex discrimination or sexual harassment may be filed by completing the attached Title IX grievance form and forwarding it to Mr. James Dockery, University Title IX Coordinator. Complainants are encouraged to report alleged incidents in a timely manner. The University is committed to implementing prompt and appropriate remedies to prevent sex discrimination and/or harassment along with its effects. An impartial investigation will be conducted and the complainant and the accused will be notified in writing of the findings within sixty (60) calendar days from receipt of the written complaint unless the sixty (60) day period has been waived and the grievant has acknowledged such waiver. The waiver and acknowledgement shall be in writing. A complainant may withdraw a complaint at any time in writing to the Director of Human Resources.

To the extent possible, the University will keep the complaint and investigation confidential. In some situations, the University may not be able to provide information about the nature of sanctions assessed, if any, due to privacy rights.

Retaliation, or engaging in an adverse action against a person who has filed a Title IX complaint, is expressly prohibited. Any individual within the university community who engages in retaliation shall be subject to disciplinary action.

Victims of rape or sexual assault should report these incidents to University Police immediately at 252-335-3481. You may also contact James Dockery, Title IX Coordinator at (252) 335-3785 or at jcdockery@ecsu.edu. Mr. Dockery's office is located in the Marion Thorpe Building Suite 243. You can also contact the Office of Civil Rights by calling 1-800-421-3481 or by visiting the OCR website which provides instructions for how to file a complaint under the "How to File a Discrimination Complaint with ORC" section.

Professional counseling services are also available as needed through the University's Counseling Center at 252-335-3273, ComPsych (ECSU's Employee Assistance Program Provider) at 866-511-3365 and the Albemarle Hopeline at 252-338-3011. The Albemarle Hopeline telephone service is available 24 hours per day.
