Counseling & Testing

Elizabeth City State University's Disability Services is charged with protecting the rights of post-secondary students with disabilities in accordance with Section 504 of the Rehabilitation Act of 1973 and American with Disabilities Act of 1940 (ADA).
Students may be classified in the following areas:

  • Visually impaired
  • Physical Impaired
  • Hearing Impaired
  • Learning Disabled

Students who exhibit a substantial discrepancy between academic achievement and intellectual abilities in one or more of the following areas, which are not the result of some other handicap:

  • Oral Expression
  • Basic Reading Skills
  • Listening Comprehension
  • Mathematical Calculation
  • Spelling

Support Services:

  • Disability-Related Counseling
  • Personal Counseling
  • Accommodation Letter to Instructors
  • Academic Assistance

Documentation Process:

Students who are requesting support services from the office of disability services are required to submit documentation to verify eligibility under the ADA of 1990.

The documentation must include medical or psychological information from a certified professional. Complete guidelines for the type of documentation required to determine eligibility for services are available at the Office for Special Needs Students, located in the Counseling and Testing Center or at the Counseling and Testing Center's webpage

A clear diagnosis must be on file in the office of disability services; the diagnosis must:

  • Consist of evaluation/assessment data and
  • Have been made by an appropriate, qualified professional and
  • Be current (no more than 3 years old)
  • Indicate the nature of the disability
  • Provide recommendations for accommodation
  • Students meet with disabilities services coordinator to determine eligibility
  • Approved accommodations paperwork is completed and given to student.
  • Signature is required by student, professor, and disability services coordinator.
  • A copy of signed paperwork is kept on file in the office.
