We are committed to ensuring that every member of our community enjoys an environment free of sex discrimination and sexual harassment. Consistent with Title IX of the Education Amendments of 1972, ECSU does not discriminate against students, employees or members of the community on the basis of sex in any of its programs or activities. Sexual harassment (including sexual violence) is a kind of sex discrimination and is prohibited by Title IX and by ECSU.
Title IX requires that all educational institutions that receive federal funds or financial assistance prohibit sex discrimination in their education programs and activities. These provisions apply to all programs and activities, including recruitment, student admissions, financial assistance, housing, access to academic offerings and athletics.
The university has adopted the following policy to adhere to the requirements under Title IX:

WHAT IS TITLE IX?
Title IX is a federal civil rights law that protects individuals from sex-based discrimination, harassment, and misconduct in educational programs and activities.
Students, faculty, or staff who violate our policies may face discipline, up to and including, expulsion or termination. Title IX applies to all students, faculty, staff, contractors, visitors and third parties.

Faculty and staff with supervisory and leadership responsibilities on campus are considered Responsible Employees. This includes faculty and staff with a responsibility for student welfare. In order to proactively enable the University to respond effectively and to stop all Prohibited Conduct involving students at the University, all Responsible Employees must immediately report information they have about alleged or possible Prohibited Conduct to the Title IX Coordinator.

The Elizabeth City State University does not discriminate on the basis of sex and prohibits sex discrimination in any of its education programs or activities, including in admissions and employment.
Elizabeth City State University (the University) seeks to comply with all federal, state, and local laws, regulations, and ordinances prohibiting discrimination in public post-secondary education institutions. The University does not discriminate against any employee, applicant for employment, student, or applicant for admission on the basis of any actual or perceived protected characteristic under applicable local, state, or federal law, including protections for those opposing discrimination or participating in any grievance process within the institution or other agency.
This Notice covers employment and access to educational opportunities. Any member of the University community whose acts deny, deprive, unreasonably interfere with or limit the education or employment opportunities of any member of the University community, guest, or visitor on the basis of that person’s actual or perceived protected characteristic(s), is in violation of University policy.
The University will promptly and effectively address any such discrimination of which it has Knowledge/Notice using the resolution process in the Complaint Resolution Procedures and/or Nondiscrimination Procedures.
This Notice applies to all faculty, employees, students, and other individuals participating in or attempting to participate in the University’s program or activities, including education and employment.
The Title IX Coordinator monitors and oversees the university’s compliance with Title IX and related laws in the prevention of sex-discrimination, including the coordination of education and training activities and the response to Title IX complaints. Students, faculty, administrators, staff, or others who participate in Elizabeth City State University education programs and activities with questions, concerns, or complaints about sex discrimination, sex harassment or sexual misconduct are encouraged to contact the Title IX Office.
In order to proactively enable the University to respond effectively and to stop all Prohibited Conduct involving students at the University, all Responsible Employees must immediately report information they have about alleged or possible Prohibited Conduct to the Title IX Coordinator. Responsible Employees will safeguard an individual's privacy, but are required by the University to share a report of Sex or Gender Based Harassment, Interpersonal Violence, or Stalking (including the known details of the incident and the names of the parties) with the Title IX Coordinator. It is important to understand that any faculty or staff designated as a Responsible Employee under this Policy are required to share a report of Sex or Gender-Based Harassment, Interpersonal Violence, or Stalking with the Title IX Coordinator.
Who Is a Responsible Employee?
A Responsible Employee includes any employee:
- who has the authority to take action to redress sex discrimination;
- who has been given the duty of reporting incidents of sex discrimination or any other misconduct to the Title IX Coordinator or other appropriate school designee;
- an employee whom a person could reasonably believe has this authority or duty.
Faculty and staff who are statutorily prohibited from reporting such information are exempt from these requirements, including licensed mental and medical health-care professionals (i.e. Licensed Counselors or Medical Doctor).
