Greetings,
I am Tommy McMasters and I count it an honor and a privilege to serve the Elizabeth City State University community as Chief of Police. Collectively, the Elizabeth City State University Police Department garners more than 100 years of law enforcement experience. This is a full-service, duly sworn law enforcement agency who stands for all that is good and stands against all that threatens the safety and security of the community we serve.
This is an agency that functions with integrity and transparency when enforcing the law and addressing the needs of the Elizabeth City State University community. Every officer is committed to being accountable and responsible for their words and actions.
It is my hope that through our daily efforts and partnerships with departments on and off campus every student, faculty member, staff member, and visitor will be able to attest that any time spent on the campus of Elizabeth City State University was gratifying and enjoyable.

The mission of the Elizabeth City State University Police Department is to support the mission of Elizabeth City State University by fostering a safe and secure atmosphere of higher learning, while suppressing and reducing crime via proactive policing and continuous community partnership.

Individuals who believe they have experienced or witnessed crimes, University policy violations, acts of sexual misconduct, or other questionable incidents related to student behavior are encouraged to report these incidents to appropriate University resources. If you have questions about how or whether to report, a officer from University Police is available to meet with you.
