How to Purchase a Computer

Computer PURCHASING

Standard Computer Configurations:

ECSU follows the Combined Purchasing Initiative created by UNC General Administration for all standard configuration. The Combined Purchasing Initiative (CPI) was created by UNC General Administration to respond to Senate Bill 202.6.11, which says in part that General Administration “…shall consolidate information technology infrastructure purchasing…by ensuring access to a bulk and shared pricing process that will realize savings through efficiencies.” By complying with this bill, the aggregate purchasing power of the UNC System can be leveraged to obtain the best possible prices for information technology infrastructure purchases and to provide the same reduced prices for all UNC System institutions.

Any upgrades to the hardware configuration beyond the scope of the standard configuration will need to have proper business need justification from the division head making this request and approved by the respective division heads.

  • Full-time faculty have the choice of a Windows or Apple laptop or desktop based on a standard configuration.
  • Full-time staff will receive a Windows desktop unless justification can be provided and approved by the respective division heads. Any staff replacement personnel will inherit the computer used by the previous holder of that position, unless that computer was purchased or has been in use for four years.

Standard Software Installations:

Standard software on machines will include:

  • Current supported version of Windows OS or Mac OS operating systems
  • Current supported version of Microsoft Office Suite (for both Windows and Mac)
  • Sophos Anti-Virus
  • Runtimes (Java, Adobe Air, Adobe Flash, Microsoft Silverlight, Adobe Shockwave)
  • Internet Browsers (Mozilla Firefox, Microsoft Explorer, Google Chrome, Apple Safari)

Computer Replacement & Purchase Process is as follows

  • All computer equipment purchases must be coordinated with Information Technology Client Services before any purchases are made.
  • Departments receiving computer equipment as gifts from individuals, corporate sponsorships, and grants must work with Information Technology Client Services before accepting equipment donations. Equipment gifts will be reviewed to ensure that the gift may be utilized in the ECSU environment and that ongoing support can be provided.
  • Full-time faculty and staff positions will be assigned one primary computer. (Either Desktop or Laptop – Any requests for more than one primary computer needs to have proper business need justification from the division head making this request)
  • The general guidelines for replacement of primary systems are:
    • Full-time faculty and staff:  Four years from the date of computer assignment
    • Electronic classrooms and computer labs:  Four years from the date of computer assignment
    • Academic specialized-use labs are part of the four-year lab replacement cycle.
  • Computers needed for part-time faculty/staff, student worker positions, temporary positions, and machines needed for projects or other temporary uses will be furnished out of the ITCS redistribution pool of computers if available.
