Coronavirus Aid, Relief, and Economic Security (CARES) Act

On April 15, 2020 the Elizabeth City State University signed and returned to the Department of Education the Certification and Agreement for Higher Education Emergency Relief Funding and intends to use no less than 50 percent of the funds received under § 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

Elizabeth City State University (ECSU) received $1,065,489 in funding from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act for distribution to qualifying students to help cover expenses related to the disruption of campus operations due to the COVID-19 pandemic.

Student Eligibility

The assistance was available to undergraduate and graduate degree-seeking students eligible to participate in programs under § 484 in the Title IV of the Higher Education Act of 1965 who were actively enrolled as of May 1, 2020.  To receive funds students must have been enrolled in courses for the Spring 2020 and have a valid 2019 – 2020 Free Application for Federal Student Aid (FAFSA) on file. Funding was not made available to distance education students, non-degree seeking students, or international students.

Method of Distribution

In accordance with the Department of Education’s recommendation that grant funds be prioritized for students with the greatest financial need, grant amounts were based on the Expected Family Contribution (EFC) as reflected on 2019–20 FAFSA application.  To assist in allocating the emergency funds, the university implemented a tier awarding system, prioritizing Pell Eligible students with the greatest financial need. 

The total amount of Emergency Financial Aid Grants distributed to students under § 18004(a)(1) of the CARES Act, the total number of students who have received an Emergency Financial Aid Grant to Students under § 18004(a)(1) of the CARES Act, and the total number of students eligible to participate in programs under § 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to Students under § 18004(a)(1) of the CARES Act is given in the table below.

Distribution Timeline

Grant funds are distributed to students via direct deposit or by paper check mailed to students’ home address.  Students were encouraged to confirm their direct deposit information and home address via Self Service Banner to avoid any delay in receiving their emergency funds.  A breakdown of the distribution timeline is below.

  • Students Individually Notified About Award Amount: May 7, 2020
  • Disbursement of Direct Deposit Awards: May 15, 2020
  • Checks Mailed for Students without Direct Deposit: May 19, 2020
