The University of North Carolina Board of Governors appointed two new members and reappointed two current members to the Elizabeth City State University (ECSU) Board of Trustees for four-year terms beginning July 1, 2023 through June 1, 2027.

Kathryn R. Holding, Vice President of Philanthropic Services at North Carolina Community Foundation (NCCF), and Patricia Bond Norman, Special Projects Coordinator at the Office of the North Carolina Secretary of State, were appointed by the Board of Governors to serve a four-year term.

Holding, a licensed attorney and non-profit leader, has worked with NCCF in Raleigh, N.C., since 2019. She provides leadership, management and integration of the Foundation’s core philanthropic services teams, including Community Leadership, Development and Donor Engagement, and Community Investment. Previously, Holding served as Director of Development and Communications for the Alliance Medical Ministry, also in Raleigh. Her legal career includes working as an Associate Attorney for Fletcher, Toll and Ray PLLC, in Wilmington. She serves in the community through organizations, including the Junior League of Wilmington. Holding earned a Bachelor of Arts in Journalism and Mass Communications from the University of North Carolina at Chapel Hill and a Juris Doctor from Wake Forest University School of Law.

Bond Norman works for the North Carolina Office of Secretary of State on special projects, including organizing and setting up conferences. For more than 30 years, she has worked at the Office of the Secretary of State, having served in various positions in the Securities Division. She retired as a Securities Analyst. During her tenure in that division, she represented the department with service on the North American Securities Administrators Association. She is the recipient of numerous awards, including the Cardinal Award and Order of the Long Leaf Pine, both given by the North Carolina Governor. Bond Norman is active in numerous civic and community service organizations and boards and currently serves on the State Employee Advisory Board of her branch of the State Employees Credit Union. Along with her husband, they established the Paul and Patricia Norman Endowment Scholarship at Elizabeth City State University. Bond Norman attended ECSU and earned a Bachelor of Science in Business Administration from St. Augustine’s University.

Reappointed by the UNC Board of Governors for four years are Chris Evans, Vice President for Public Affairs, for Blue Cross Blue Shield North Carolina; and Johnny L. Tillett, Senior Vice President for State Government Relations at McGuireWoods Consulting LLC, who specializes in energy and utilities, healthcare, environmental interest, transportation and education for the firm.
