Student Checklists

Follow these steps after being admitted to ECSU:

  1. Complete the online GI Bill®* application process.
  2. Fill out the Free Application for Federal Student Aid (FAFSA) to see if you qualify for additional student aid.  Check with the Office of Student Financial Aid for aid eligibility.
  3. Once you have received the “Certificate of Eligibility” letter from the VA, submit it to the ECSU Office of Veterans and Military Services.
  4. You must officially register for your courses. 
  5. As soon as you register for courses, be sure to complete and submit your Elizabeth City State University Certification Request for VA Education Benefits

Note: If you have used VA education benefits previously at another university, you must complete VA Form 22-1995 (Request for Change of Program or Place of Training) through VONAPP (Veterans Online Application).

Guest Students at Elizabeth City State University should follow this checklist.

  1.  Submit your Certificate of Eligibility to the ECSU Military and Veterans Affairs Office.
  2. Obtain a Parent Letter from your current school's School Certifying Official. The parent letter must be:
  • Printed on official letter head and signed;
  • Sent as a digital copy to veteran@ecsu.edu and the mail the original signed copy to our office. 

The parent letter must contain the following information:

  • Official letter head;
  • Student name;
  • Student ID from Parent School;
  • Exact courses being taken at ECSU;
  • Statement from School Certifying Official that the credits being taken at ECSU will apply to the guest student's degree. 
  1. Once the parent letter is received by the ECSU Certifying Official, we will certify the guest student's enrollment to the VA after they register for courses and request for certification. 
  2. Register for your courses.
  3. As soon as you register for courses, be sure to complete and submit the Elizabeth City State University Certification Request for VA Education Benefits
  1. Transfer your military education benefits to your child. This can be done by contacting the Department of Veteran Affairs (1-888-GIBILL-1). 
  2. Develop a VONAPP (Veterans Online Application) application through the GI Bill® website. Request to receive a Certificate of Eligibility that has your student's name on it. We cannot accept Certificates of Eligibility for dependents if it does not have their name on it. 
  3. Have your student complete the Family Educational Rights and Privacy Act (FERPA) Student Consent Form. Submit this form to the Office of the Registrar. 
  4. Work with your student to follow the Student Checklist so they can receive their military education benefits at The Elizabeth City State University.

This checklist only applies to those students who have completed at least one full semester at Elizabeth City State University while using their military education benefits.

NOTE: Returning students need to submit the Request for Certification each semester that they are enrolled in classes.

  1. At the beginning of each academic year, please submit your Certificate of Eligibility. This can be obtained from the Department of Veteran Affairs. (1-888-GIBILL-1).
  2. Register for your courses. 
  3. As soon as you register for courses, complete your Request for Certification.
  4. If you change the number of credits that you have registered for, you will need to resubmit your Elizabeth City State University Certification Request for VA Education Benefits to the Veterans Office.
